Morphology
The phrase is a straightforward compositional NP: 'Lapp' names the people/ethnonym and 'language' denotes the language of that group, so the meaning 'the language of the Lapp/Sámi people' is directly derivable from the parts. Even though 'Lapp' is archaic/outdated, the 'X language' pattern is cross-linguistically common and would be understood by a B1 learner who knows both words.
Etymology
Lapp language is an old name outsiders used for the language of the Sami people. One popular story says Lapp came from a word meaning 'patch' because visitors noticed patchwork clothing, so Lapp language simply meant 'the language of those people'.
