Morphology

persevere = severe (opaque) = per + severe

Although the form suggests 'per-' + 'severe', the modern meaning 'to persist' is not derivable from 'severe', so the relation is not predictable for learners.

Etymology

Persevere comes from the Latin parts per- 'completely' and severus 'serious', the same root as severe. So, to persevere is to keep going with firm, serious effort even when things are hard.
