The verb 'gush' already means to speak with extravagant praise and the preposition 'about' simply marks the topic, so the combined sense ('to speak or write with excessive enthusiasm about X') is directly predictable from the parts. This verb + about pattern is a standard, compositional English structure (and has parallels in many languages), so a B1 learner who knows both constituents should understand the MWE.
Etymology
Gush about comes from the image of water suddenly pouring out: to gush means to flow fast and strongly. So when someone 'gushes about' a person or thing, their words pour out like that water, with too much praise and excitement, so it means 'to speak with too much praise'.
