Morphology

delocalize = localize (semi-transparent) = de + local + ize

The reversal meaning of 'de-' is fairly clear from 'localize', but the business sense of moving operations elsewhere is more specialized than a simple opposite.

Etymology

Delocalize comes from the prefix de- meaning 'away from' or 'remove' and local meaning 'place' or 'near you'. So, to delocalize an industry is to move it 'away from' its usual place, for example when a factory leaves a town to open in another country.
