Morphology
conform + to
The sense 'to act according to or meet rules' is directly compositional: 'conform' means 'to act in accordance' and the preposition 'to' simply marks the target or standard. This verb+preposition pattern is a regular, predictable syntactic composition (and has clear parallels in many languages), so a B1 learner who knows the constituents would readily infer the meaning.
Etymology
The verb conform to may come from the image of soft clay pressed into a mold: the clay must conform to the mold's shape and lines. So conform to now means 'to follow rules or standards'.
