The sense 'to focus on' is a metaphorical extension of the shooting/aiming sense of 'zero' (to adjust sights) combined with the locative particles 'in'/'on' that point to a target, so a learner who knows these constituents can partly infer the meaning. However, the verbal use of 'zero' is somewhat specialized and the figurative shift from aiming to concentrating attention is not fully predictable for an average B1 learner, making this only partially transparent.
Etymology
Zero in on may come from aiming with guns. Shooters would set the sight to zero so the shot would hit, then move the gun until the target was in the sight. So, to zero in on something today means 'to focus closely on' it.
