Morphology

prefecture = prefect (semi-transparent) = prefect + ure

The word is built from 'prefect' plus the nominal suffix '-ure', but the administrative district sense is a specialized institutional extension rather than a fully predictable combination.

Etymology

Prefecture comes from the Latin idea of a prefect, a person put 'in front' to lead others. The parts prae- mean 'before' and facere means 'to make' or 'to put', so a prefecture is the area a prefect is 'in charge' of, as in regions of France or Japan.
