The phrase is compositionally built: 'partial' (only partly) modifies 'correlation' (a statistical relationship), so a learner who knows both words can infer it denotes a correlation that is limited or qualified. However, the precise technical sense—correlation after controlling for other variables—requires statistical background and is not fully predictable from the constituents alone, so it is only partially transparent to a B1 learner.
Etymology
The term partial correlation uses the parts partial and correlation to create a clear image: imagine three friends, A, B and C. To find a partial correlation, you 'remove' the effect of C to see if A and B still have a 'relationship' on their own, so it shows whether two things are linked after taking away another thing.
