This is a regular medical formation built from the combining elements hypo- 'low' and -emia 'blood condition,' but the specialized terminology is not fully inferable for an average B1 learner.
Etymology
Hypoxemia breaks into hypo- 'under' or 'low', oxygen, and -emia 'blood', and you also see -emia in anemia. So, hypoxemia means there is 'too little oxygen' in the blood.
