Surface Forms

Morphology

Soviet + socialist + republic

The meaning is directly compositional: a 'Soviet Socialist Republic' is a republic that is socialist and associated with the Soviet (Union). A B1 learner who knows 'Soviet', 'socialist' and 'republic' can reasonably infer this historical political entity, and the construction is cross-linguistically common rather than idiomatic.

Etymology

Soviet Socialist Republic: The name comes from three simple ideas — soviet meant a local 'council' of workers, socialist showed the idea of 'shared ownership', and republic meant a 'state' with no king. So a Soviet Socialist Republic was one of the states inside the USSR run by councils and guided by socialist ideas.
