The meaning — a place offering relief from or low levels of taxation — is directly inferable from combining 'tax' (a government charge) with 'haven' (a place of refuge), i.e. a refuge from taxes. This noun-noun compounding and the metaphor of a refuge is cross-linguistically common, so a B1 learner who knows the constituents would likely understand it.
Etymology
Tax haven comes from the image of a haven, a safe place, and tax, what you pay the government. People imagine ships hiding in a calm harbor to be safe, and in the same way individuals or companies move money to a country with 'low taxes' to protect it, so tax haven means a place used to reduce tax bills.
