Morphology
refractory = refract + ory
Although the form contains the segment 'refract' + '-ory', the morphemes are not productive or semantically transparent for an average learner and the technical noun meaning ('heat-resistant lining') is a specialized extension, so the composition is not guessable from its parts.
Etymology
Refractory comes from Latin roots including frangere which means 'to break' and gave the idea of 'resisting' or 'being hard to change', the same root you see in fracture. So a refractory lining is a material that 'resists' very high heat and does not break or melt easily.
