Morphology
participatory = participate (transparent) = participate + ory
The adjective is clearly formed from 'participate' with the productive adjective-forming suffix '-ory', so its meaning ('involving participation') is directly inferable.
Etymology
Participatory comes from the simple idea of part meaning 'a piece' and the verb participate meaning 'to take part'. So something participatory invites people to 'take part' — to join in and help decide or do things together.
