While 'November' + '11' clearly and transparently denote a calendar date, the specialized meaning 'a shopping festival (Singles' Day)' is cultural and not derivable from the constituent words alone. A B1 learner who knows the month and number would not predict the commercial festival sense without prior exposure or encyclopedic knowledge, so this usage is opaque.
Etymology
November 11 comes from the day World War I stopped in 1918, when the fighting ended on the 11th hour of the 11th day of the 11th month. That day was first called 'Armistice Day' and later became 'Veterans' Day', so November 11 is now a day to honour people who served in the military.
