The phrase is compositionally interpretable — a B1 learner who knows 'near' and 'east' can infer it refers to an eastern area that is relatively close (contrastive with 'Far East'). However, the conventional, historical/geographical scope of 'Near East' (eastern Mediterranean, Southwest Asia and Egypt) and its status as a proper-name term are not fully predictable from the constituent meanings alone. This partial predictability makes it only partially transparent to learners.
Etymology
Near East got its name from old European maps that divided Asia into parts called Near, Middle, and Far based on how close they were to Europe, with the Near lands lying to the East of Europe. So today Near East means the countries just east of the Mediterranean, like Southwest Asia and Egypt.
