This is an eponym: 'Graves'' is a proper name that carries no semantic information about the condition, so a learner who only knows 'Graves'' as a name and 'disease' as a general term can at best infer that it is some disease but not its specific meaning (an overactive thyroid with eye symptoms). Eponymous medical terms require prior exposure or specialist knowledge, so the specific sense is not derivable from the constituents and is opaque to a B1 learner.
Etymology
Graves' disease is named after the Irish doctor Robert Graves, who in the 1800s first described patients with a swollen neck and bulging eyes. That's why the name now refers to an illness with an 'overactive thyroid' that can cause those symptoms.
