“Geiger” is a proper name (a surname) and conveys no semantic information about ionizing radiation to a learner who doesn't already know the eponym; “counter” only signals a counting or measuring device. A B1 learner who knows both words could guess it is some kind of instrument, but would not be able to derive the specific meaning ‘detecting/measuring ionizing radiation’, so the expression is not compositionally transparent.

Etymology

Geiger counter is named after the scientist Hans Geiger, who helped make one of the first simple detectors for radiation. The word counter comes from how the device literally 'counts' particles with clicks, so the name now means 'an instrument that detects and measures radiation'.
