The compound is compositionally transparent in that a learner who knows 'Confederate' and 'flag' can infer it denotes the flag of the Confederate States. However, the modern connotations as a symbol of white supremacy, racial oppression, or hate require socio-historical and cultural knowledge not derivable from the constituent words alone, so full meaning is not predictable to a B1 learner.
Etymology
Confederate flag has also been used by groups and people who opposed equal rights for Black people after the war, so for many it came to mean 'white supremacy' and racial intimidation. That's why today the flag is seen by many as a 'hate symbol'.
