The compound is compositionally transparent in that a learner who knows 'Confederate' and 'flag' can infer it denotes the flag of the Confederate States. Etymology
Confederate flag was the battle flag used by the states that left the United States during the Civil War; soldiers carried it into battle as a sign of their new government. That's why the flag is still linked to the 'Civil War' and Southern history today.
