The phrase literally combines 'vote' (an instance of voting) with 'confidence' (trust), so a learner who knows both words can infer it is a vote expressing support or trust. Etymology

Vote of confidence comes from meetings where people would take a real vote to show they had confidence in a leader or plan. So a 'vote of confidence' now means a formal sign of 'approval' or 'support' for someone or something.
