The word is built from the scientific combining form toxi- and the suffix -genic, so the meaning is partly recoverable, but the construction is specialized and unlikely to be fully obvious to a typical B1 learner.
Etymology
The word toxigenic comes from toxin, which means 'poison', and the ending -genic, which means 'producing', so it literally means 'producing poison'. A helpful memory is that toxin once meant the poison put on arrows, which makes it easy to remember why toxigenic describes bacteria or fungi that make harmful substances.
