Although 'think' clearly signals mental activity, 'tank' is a concrete noun (container/armoured vehicle) whose contribution here is metaphorical; an average B1 learner who knows both words might infer it's a place or group where people do a lot of thinking but may not derive the full sense 'an organized research/advice body'.
