The adverb is the regular -ly derivation from the adjective 'quantifiable'; the relation is a standard, directly predictable word-formation.

Etymology

Quantifiably comes from the root quant-, from a Latin word meaning 'how much', and you can see the same root in quantity and quantify. The ending -ably means 'in a way', so quantifiably means 'in a way you can measure' or 'in a way that can be given as a number'.
