Mediocrely comes from mediocre, from the Latin mediocris meaning 'in the middle'. It is related to the common word medium, which also means 'middle'. The ending -ly means 'in a ... way', so to do something mediocrely is to do it 'in a middle way' — not very good and not very bad.
