A learner who knows 'mathematical' and 'programming' will plausibly infer 'programming involving mathematics' so the compound is partly compositional. However, the established technical sense (optimization/operations-research meaning) and the specialized use of 'programming' here (not just coding or scheduling) are domain-specific and not fully predictable for a B1 learner, so the transparency is partial.

Mathematical programming comes from the idea of using mathematical methods to do programming in the sense of 'making a plan' that picks the best option when there are rules or limits. So it means using math to find the best solution under given 'rules'.
