The components 'liquid' and 'assets' give a clear clue — 'liquid' metaphorically = readily available/convertible and 'assets' = valuable items — so a learner can partly infer the meaning as assets that can be turned into cash. However the financial sense of 'liquid' is a specialised metaphoric extension that may not be fully predictable to a B1 learner without exposure, so the relation is only partially transparent.
Etymology
Liquid assets uses the image of water: liquid flows easily, so it may come from the idea that assets you can turn into 'cash' quickly are like flowing water. That's why liquid assets means money or things you can sell fast without losing value.
