This is a technical anatomical term whose full meaning (a network of brain structures regulating emotion and memory) is not predictable from the common words 'limbic' (a specialist adjective) and 'system'. A B1 learner who knows the surface forms would not reliably infer the neuroscientific sense, so the expression is not transparently compositional.
Etymology
The name limbic system comes from the old word 'limbus' meaning 'edge' because these parts form a ring around the center of the brain. That ring or 'border' image helps explain why the limbic system is the group of parts that control feelings and memory.
