The meaning is directly and transparently derived from combining 'job' (a position of paid work) with 'description' (a written or spoken account), i.e. a description of a job's duties and qualifications. This noun+noun compositional pattern is common across languages and follows standard English compounding, so a B1 learner who knows both constituents will readily infer the MWE meaning.
Etymology
Job description comes from the simple idea of writing down what a job is and making a short description of its tasks. So today a job description means 'a written list of the tasks, duties, and skills needed for a job'.
