The meaning follows compositionally from 'in' (position inside) plus 'air' understood as atmosphere or mood: if something is 'in the air' it is present in the surrounding atmosphere and thus sensed by people. This figurative but directly motivated mapping (something present in the atmosphere = widely felt/likely) is common cross-linguistically, so a B1 learner who knows the constituents should be able to infer the meaning.
Etymology
The phrase in the air makes you picture something like smoke or perfume floating around so many people notice it. So when a mood or idea is in the air, it means many people feel it and it seems 'likely to happen'.
