A B1 learner who knows 'game' (a recreational contest) and 'theory' (a set of ideas) will reasonably infer 'game theory' as a theory about games or strategies in games, so the constituent meanings provide a clear clue. However, the scholarly sense — a specialised mathematical study of strategic interaction and decision-making — is more technical and not fully predictable from the simple constituents, so the phrase is only partially transparent to learners.
Etymology
Game theory comes from using the idea of a game—players making moves and reacting to each other—to model real choices. One popular story says a 1940s book by two scholars used game rules to study competition and cooperation, so today game theory means the study of how people choose 'strategies' when their choices affect others.
