Although the constituents 'final' (last) and 'clause' (a sentence unit) would yield a straightforward literal reading 'last clause', the linguistic term 'final clause' specifically denotes a subordinate clause of purpose/intention. A B1 learner who knows the two words would most likely infer 'last clause' and would not predict the technical purposive meaning, so the expression is opaque.
Etymology
Final clause comes from the idea of a sentence part that shows the final aim of an action: final means the last goal and clause is a part of a sentence. So, a final clause tells the 'purpose' or 'intention' of the action.
