Morphology

exam + paper

The meaning 'a document containing the examination questions' is directly and compositionally derived from 'exam' (a formal assessment) + 'paper' (a written document). This noun-noun composition is a common, transparent pattern in English (and similar constructions exist in many languages), so a B1 learner who knows both constituents can readily infer the MWE meaning.

Etymology

Exam paper comes from the simple picture of a sheet of paper with all the exam questions printed on it. So the words came to mean the set of written questions or the actual sheet you write on, in other words 'a written test'.
