Morphology
The meaning is directly compositional: 'ethics' (moral principles) + 'committee' (a group formed to address specific matters) straightforwardly yields a group tasked with ethical review. This noun–noun compound follows a common, cross‑linguistic pattern (e.g. Spanish 'comité de ética'), so a B1 learner who knows the constituents will readily infer the meaning.
Etymology
Ethics committee comes from the image of a small group called a committee sitting at a table to talk about ethics, that is, what is 'right' or 'wrong' in a case. That's why an ethics committee today is an official group that checks actions and gives advice on questions of right and wrong.
