The meaning is directly compositional: 'art' (visual elements) combined with 'editor' (a person who makes editorial decisions) yields someone who manages visual content. Noun+noun compounding with this literal semantic relation is common in English and other languages, so a B1 learner who knows both words would readily infer the role.
Etymology
Art editor comes from magazine and newspaper work, where art meant 'pictures' and page 'layouts' and an editor was the person who chose and arranged them. So today an art editor is the person who picks images and plans how a page looks.
