The name is transparently compositional: 'united' (combined) + 'Arab' (pertaining to Arabs/the region) + 'emirates' (regions ruled by emirs) clearly yields a union/federation of Arab emirates, i.e., a country. The 'United + X' naming pattern is cross-linguistically common, so a B1 learner who knows the constituents would readily infer the meaning.
Etymology
United Arab Emirates gives a simple picture: it is a country of seven small emirates, areas ruled by an emir, that are United or 'joined' together. The word Arab shows the people and culture, so the name means a group of Arab places ruled by emirs.
