Morphology
The constituents 'prince' and 'charming' transparently yield the literal idea of a charming prince, so a B1 learner who knows the words would likely infer someone attractive and appealing. However, the conventionalized fairy-tale archetype — an idealized perfect romantic partner who fulfills one’s dreams — is culturally specific and extends beyond the simple compositional meaning, requiring some prior exposure. Similar constructions exist in other languages (e.g. Spanish 'príncipe azul'), which supports partial predictability but not full transparency.
Etymology
Prince Charming comes from old fairy tales where a brave prince arrives to rescue a princess and give her a 'happy ever after'. That's why today calling someone Prince Charming means they seem like the 'perfect' romantic partner who will save or fix everything.
