This is a toponym and a proper name whose referent (a major U.S. city) is not compositionally derived from the surface parts. Even if a learner recognised the Spanish words 'los' + 'ángeles' as 'the angels', that literal meaning does not predict a city, and place names are often arbitrary. Therefore a B1 learner who knows the constituent word meanings would not reliably infer the MWE's referent.
Etymology
The place name Los Angeles comes from Spanish: Los means 'the' and Angeles means 'angels', so it literally means 'the angels'. Early Spanish settlers used that name for a nearby river and the name stuck, so today Los Angeles is still the city's name and people call it the 'City of Angels'.
