The phrase is compositional: 'horn' is used metaphorically to describe a horn-shaped protrusion and 'of Africa' locates it on the continent, so a learner who knows both words can infer it refers to the prominent eastern/peninsular region. Etymology
The name Horn of Africa comes from the map shape: the land in northeast Africa sticks out into the ocean like an animal's horn pointing east. So the phrase became a short name for that 'region' of countries at Africa's eastern tip.
