Eagle + Scout
This is the formal title for the highest rank in the Boy Scouts organization and refers to specific merit-badge and leadership requirements, information not contained in the literal meanings of 'eagle' (a bird) and 'scout' (a participant). Although 'eagle' can metaphorically suggest high status, the institutional, culture-specific nature of the term makes the full meaning unpredictable for a B1 learner who only knows the constituent words.
Etymology
Eagle Scout comes from the eagle badge given to the highest rank in the Boy Scouts, because the eagle stands for strength and flying high and the scout is the young member who earned it. So, Eagle Scout means 'a Boy Scout who has reached the highest rank'.
