Surface Forms

Morphology

church + of + Rome

The meaning is directly compositional: 'church' + 'of' + 'Rome' denotes the church affiliated with or belonging to Rome (i.e. the Roman/ Catholic institution). The genitive construction and metonymic use of 'Rome' for the papacy are common cross-linguistically, so a B1 learner who knows the constituents can infer the intended meaning.

Etymology

Church of Rome shows a simple image: a church based in the city of Rome. One popular story says early Christian leaders in Rome, like Peter, became the main leaders and the church leader in Rome became the Pope, so the name came to mean the whole church led from Rome. That's why it now means 'the Roman Catholic Church'.
