Morphology

transmittal = transmit (semi-transparent) = transmit + al

The form 'transmit' + '-al' is clear, but the extension of meaning to a physical document that is sent is a metonymic or institutional extension that may not be immediately obvious to all learners.

Etymology

Transmittal comes from the parts trans- ('across') and mit ('send'), like in the word transmit. A transmittal can also be the letter or document you send with other materials to show what is being sent.
