Both constituents are literal and complementary: 'toggle' denotes alternating between two states and 'switch' denotes a device for opening/closing or changing circuits, so their combination straightforwardly describes a device that toggles between states (e.g. on/off). Etymology
Toggle switch in software copies the old hardware idea: a small button or slider you click to move between two states. Because it acts like a tiny lever, it quickly changes a setting from 'on' to 'off' or the other way.
