Formally tick + -er, but the on-screen scrolling display sense is a metaphorical extension from devices that printed/rolled information and so is not directly predictable from 'tick' alone.

Etymology

Ticker for the moving line of headlines on a screen takes its name from the old 'ticker' machines and their 'ticker tape', which showed a continuous stream of short information. That's why a TV or app ticker is a scrolling line of quick news or prices.
