Morphology
The overall sense — an area where tanks are concentrated for storage — is partially derivable from 'tank' (large storage vessel) and 'farm' (a tract of land), so a learner can guess it's a place with many tanks. However, using 'farm' metaphorically to mean a grouped industrial site is a technical extension of the agricultural sense and may not be obvious to a B1 learner without exposure, so the relation is not fully transparent.
Etymology
The term tank farm probably comes from the image of many metal tanks standing close together like rows in a farm. That's why the phrase means 'an area for storing large amounts of oil or other liquids' today.
