Etymology

Strobe in makeup borrows its name from the bright flashes of a strobe light and the old Greek root strob- meaning 'whirl'; the image is light catching the high points of the face. So to strobe your cheekbones is to add highlighter where the light would hit, making the skin look bright and dewy.
