The compound transparently combines 'static' (fixed, not moving) with 'line' (a cord), so a B1 learner who knows both words can reasonably infer it refers to a fixed cord. However, the specific parachuting function — that the cord is attached to the aircraft and automatically deploys the parachute — is technical and not fully predictable from the constituents alone, making full understanding dependent on domain knowledge.
Etymology
Static line names a fixed line, a cord hooked to the plane and to a jumper's parachute pack. When the jumper leaves the plane the still static cord pulls the parachute out so it opens 'by itself', and that's why the term means 'a cord that opens the parachute by itself'.
