Morphology
The noun phrase is compositionally transparent: 'pilot' in the sense of a trial or test combined with 'program' (an organized set of activities) directly yields a small-scale test program. This modifier+noun pattern and the trial sense of 'pilot' are common cross-linguistically, so a B1 learner who knows both constituents can readily infer the meaning.
Etymology
Pilot program comes from the idea of a pilot who checks the way ahead and a program which is a planned project, so together they create the image of a small project that is tried first. So, a pilot program is used to 'test' whether a larger project will work.
