The noun 'wall' is transparent and the compound is compositionally a wall associated with 'parties' (i.e. the two property-owning parties), so part of the meaning follows from the constituents. However, the sense of 'party' here is a legal/ownership sense rather than the common B1 sense of a social gathering, so many learners would not reliably infer the shared-boundary meaning without prior exposure.
Etymology
Party wall uses party in an older sense meaning 'a person or side involved', not a 'celebration'. A party wall is literally a wall shared by both owners, so the name explains why it means 'a shared wall between two properties'.
