The sense is a regular extension of the adjective 'international' by the productive suffix '-ize' meaning 'place under international control or make international in scope'.
Etymology
Internationalize also uses the same parts: inter- 'between', nation 'country', and -ize 'to make'. In this sense, to internationalize something is to 'make it international' by putting it under shared control or rules of many countries, such as handing it to an international body.
