Morphology
Both constituents contribute their literal meanings: 'insightful' denotes deep understanding and 'commentary' denotes explanatory discussion, so their combination directly yields 'thoughtful, perceptive analysis.' This adjective+noun composition follows standard, cross-linguistically familiar patterns, so a B1 learner who knows both words would readily infer the MWE's meaning.
Etymology
Insightful commentary comes from the picture of someone shining a light into a dark room while they speak. Insightful comes from 'insight', a kind of seeing into things, and commentary is talk or notes, so the phrase means 'thoughtful explanations that help people understand something more clearly'.
